Jenkinsfile: add back EPEL7 mock build step
    
    Now that we aren't running tests in RPM %check, it succeeds on EPEL7.
    The Waiverdb server won't work (Flask is too old) but the CLI does. And
    our users really want to use the CLI on EPEL7 (see #109).
