Ticket 49813 - dscreate - add interactive installer
    
    Description:  Added interactive installer to dscreate.  Also
                  added signal handlers so that control-c does not
                  cause a python stack dump in the cli tools.
    
                  Also quieted the output for dscreate, and made
                  it slightly more friendly.
