    Allow slowly resetting the initialqacontact field
    
    This commit allows slowly getting ride of the QA contact on all
    Fedora-related tickets as discussed in the thread:
    https://lists.fedoraproject.org/archives/list/devel@lists.fedoraproject.org/thread/TNAQAFTQQIGIHPYQBS7TEXVFXCYMAMJ6/
    
    Basically, new components will not be added with a QA contact and
    existing component will drop their QA contact as they get updated.
    At one point we may go and remove that field from all components,
    but this is outside of the scope of toddlers.
