Third Party Repo Policy: Remove Inconsistency
    
    45b77f2 updated the policy to match Council's recent decision [1].
    However, the introduction still describes the old policy, and as
    such contradicts the rest of the policy.
    
    Remove the description in the introduction, to resolve the
    inconsistency.
