Switch logging setup and locking.
    
    Log setup and locking were backwards, so that things bombed on lock
    contention.
    
    Also enable compression for file list downloads; saves 75% of your data
    if you actually hae to download a file list.
    
    Clean up some logging and do some prep for the big output reorg.
