Issue #86: we don't handle tasks that failed to be submitted correctly - fm-orchestrator

Current behavior sets task_id to none and we're waiting for it to appear. However nothing ever happens :-)

So my proposal here is to fail task immidiatelly if component.build() returns None instead of taskid
