If MBS submits a build to Koji and a Koji build/tag message is lost, the build stalls and never completes. After a certain amount of time, the poller should notice this and check Koji to see if the build has completed and/or if it's been tagged.
I experienced this issue when building perl-bootstrap:5.26 against platform:f28 as MBS build #1485. Recommended workaround is restarting the MBS build.
