The only situation when we set skiptests to True in submit_module_build_from_scm was during local builds, but local builds are now using submit_module_build_from_yaml. Therefore the skiptests is useless in submit_module_build_from_scm and should be moved to submit_module_build_from_yaml. it should also be possible to use --skiptests again for local builds.
