Based on the name of the function and its signature, I'm going to guess that this was not meant as a "return current username".
So, this is currently used only when white-listing package to tag to set the owner of the package in a tag. I think it makes sense to actually use the owner of the module for that, do others agree?
Yes. Perhaps a PR adding/enhancing a docstring for that function would help resolve this issue.
