Follow-up on #334, the Koji tags are created by builder.py with perm='admin', which means that tagging into this tag requires admin privileges. That sounds like a bad idea to me.
Let's keep the discussion in #334 for this one. It seems like two sides of the same coin.

The way it should work is that the privileged account should create the tag, and then give access to the unprivileged account for that tag to do the actual builds.
