koji-gc started destroying our base-runtime bootstrap tag today which brought to light new information about how it works.

We need some strategy for how MBS should mark certain tags as protected. Then we need to implement that.
To say this another way: we need a strategy for garbage collection (however that looks).
Everything else should (eventually) be garbage collected.
Whether it is MBS, or koji-gc, or a combination of the two. We need to clearly document how this should happen and make sure that it does happen.
When working on this, split it into two parts:
