MBS needs to generate the mock config itself because of following reasons:

• We need to configure default packages which need to be installed in buildroot.
• We need to configure the koji repository which should be used to get the dependencies according to builddependency of module
• We need to set-up local repository and add packages built in previous batch to be able to install them in the next batch.

I'm going to create separate cards for the mentioned tasks, but the first step is to generate the mock config by MBS and use it.
