The links in readme pointing to the other files in the docs directory don't work.

It appears that pagure does not support relative links in README.

The relative links here were added in 2019 or earlier. Judging from the archive.org cache, they have never worked properly. For a time, this was masked by #1669

Likely our only choice is to use absolute links in README.rst

Commit 459e6cf8 fixes this issue
