Reopen Issue

In an attempt to simplify the dependency resolution code, remove the “All” MMDResolver policy and just support the “First” policy. This is because MBS always provides just a single version of a module in MMDResolver, so the "All" policy is never used.

If we ever need it again, we can just get it from the git history.
