I don't think this is necessary if macros didn't change, because it is essentially same package with same %dist with same content.

@ignatenkobrain, hm, in which case is the module-build-macros rebuilt with the same data? If the module build fails and you resubmit it, it does not build module-build-macros again. If the module build succeeds, you cannot rebuild it. What is the "rebuild" you talk about?
