Currently, everything built in a new module gets re-tagged into the build-tag for that module, so as components get rebuilt, they get built against for newer components.

This is breaking things for the current base-runtime build, mostly due to a packaging error in some perl stuff.

While we need functionality like this for ABI changes in the future (that's a major goal) we want to remove it temporarily so the BRT team can experiment.
