#102 Convert scheduler direct database access to use the REST API

Currently, the scheduler directly accesses the database of the frontend. Instead, we should build REST API's and have the scheduler interact with that instead. Getting in the way of this is a way to authenticate to the REST API.

Cleaning the backlog here.

This one has been open for over a year and we're not prioritizing it anytime soon. If we get space on our roadmap in the future and decide its important enough, let's re-create it.
