Support build-rpms-local for runtimes and extensions
    
    This allows for easier local testing of RPM changes for runtimes and
    extensions.  RPMs are built with the runtime buildroot with /usr prefix and
    a regular .fcNN dist-tag.  The --auto option does not make sense in this
    case, so only individual package(s) are supported (either by name or path).
