If we track the pagure issue that gets created in the first run, we can use that to close the issue when the second run happens. This might actually want to be two separate things

1. closing the issue for a packager that is no longer inactive (with a "The script detected that you've been active in the past year. Closing this issue")
2. A new "cleanup" step that closes remaining issues with "your account has been sent for removal from the packager group" and maybe a link to the infra ticket
