#707 Updates to language on FESCo Election page

When helping to setup the FESCo eleciton I noticed a few pieces of language on the FESCo election page that needed updating. http://fedoraproject.org/wiki/FESCo_election_policy

== Voters section ==
"Voters may be anyone that has a fedora account group other than cla_done or cla_fedora. "

The spirit of this is to have a signed contributor agreement with Fedora and be in one other group. Changes in the implementation of the contributor agreements and the existence of fedorahosted groups that do not require cla_done means that the spirit and letter do not agree here. I'd like to update the wording to

"Voters may be any member of cla_done (have a contributor agreement with Fedora) and one additional group unrelated to signing a contributor agreement."

== Schedule section ==
"The elections will be announced in public lists. A reminder mail to those who are eligible to vote but haven't done so will be sent three days before the close of the election."

(Note, this is also present in the digest section)

We do the announcement to public lists but I don't think we've been doing the reminder email. I'd like to either remove the reminder sentence (which I think fits with what we've done the past several elections) or change it to:

"A reminder email will be sent to public lists three days before the close of the election."

and then make sure the election wrangler sees that this is now a duty for them to perform. let me know which way you want to change that


I've changed the wiki page as it was agreed upon on the FESCo meeting today.
