The Rust bindings for GTK3 (and related libraries) are unmaintained upstream, and are no longer updated in lockstep with bindings for GLib and other related libraries. This Change to mark the packages for the gtk3-rs crates as deprecated reflects this status.
Owners, do not implement this work until the FESCo vote has explicitly ended. The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.

My only concern here are any packages using gtk3-rs now and what the plan is for them, but you do mention in the proposal that packages are already having to deal with gtk3-rs not be usable so I take it that's resolved.
+1 assuming dependent packages are in the loop
There are two packages in Fedora that currently depend on gtk3-rs, and both have known about this being a problem for years (issues were opened in 2019 and 2022, respectively). Even so, just marking the packages as deprecated changes nothing for existing packages.
