#3295 Change: NumPy2

Update the numpy package from 1.x to 2.x (1.26.4 to 2.1.3 currently).

Owners, do not implement this work until the FESCo vote has explicitly ended.

This is for F43, though @limb is okay with F42 if FESCo is; however, I don't see a specific request for FESCo to rule on that here.

I would in fact prefer f42.

Ah, now I see why I was confused. The wiki says it's for "Fedora Linux <VERSION>" (which is a link to a non-existing page for f43 - which is not obvious), but the fesco ticket milestone is for Fedora 42. :)

So in fact I already voted +1 based on the assumption that it was for f42.

This change is APPROVED (+5, 0, -0) for F42.

OK, @limb created https://bugzilla.redhat.com/show_bug.cgi?id=2332159 so I used that one. Perhaps it can be reused as the change tracking bugzilla.
