#3207 Change: Drop Mandatory Requires on JRE

Drop the requirement of Java libraries to have Requires on JREs.

Owners, do not implement this work until the FESCo vote has explicitly ended.
The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed.

There was some interesting discussion on fedora-devel. I like in particular the idea to add Recommends for the minimum version of java for which the library was built. It'd be nice to have this, but I think it's not a requirement for this Change. The proposed dropping of Requires seems like an improvement either way.

This is (+4, 0, -0) after more than seven days, so this is APPROVED.
