#3054 Change: Enable fwupd-refresh.timer by default on IoT, CoreOS & Server editions

fwupd-refresh systemd service unit & timer are designed to regularly refresh the fwupd metadata and update the MOTD when new firmware updates can be applied on a system. We want to enable the fwupd-refresh.timer by default on IoT, CoreOS & Server editions so that users get reminded about firmware updates.

On desktops, firmware updates are generally coordinated by graphical applications such as GNOME Software or Plasma Discover so we will not enable it on those editions.

I'm a 0 for now. Explanation below.

So I like this idea for CoreOS since automatic ostree updates are enabled there from the first boot with zincati, but do we have some type of automatic update mechanism already enabled elsewhere in IoT and Server? Although I enjoy fwupd and use it regularly, I am not sure if we should enable these network calls by default on Fedora Server unless this is part of a larger strategy for automatic updates there.

Could you expand your concern regarding fetching firmware metadata?

To make sure we're clear here, this change will not enable automatic firmware updates, only metadata fetching.

This is very similar in logic to the dnf-makecache timer & service that already run on all DNF based systems by default (as far as I know): it does not perform the update but fetches metadata to tell the admin when an update is ready.

After a week: APPROVED (+4, 1, 0)

Note: this is still according to the old rules, since we haven't formally approved the new rules yet:

At the end of that one week, if the proposal has gained at least three "for" votes and no "against" votes, it is approved.

EDIT: @dcantrell's vote came in while I was typing the comment, so the tally was off by one. Now it's updated to +4.
