Subpackage gettext's runtime programs in a small runtime subpackage, reducing the default install footprint.

The plan seems sound, the benefit seems proportionate to the effort and the small added complexity, and the devel list discussion did not raise any concerns.

This should be a nice help in Edge/IoT and is one of many things that could help shrink Fedora Cloud deployment. 🗜
