Transition from Fedora's short name of licenses to standardized SPDX license formula.
Owners, do not implement this work until the FESCo vote has explicitly ended. The Fedora Program Manager will create a tracking bug in Bugzilla for this Change, which is your indication to proceed. See the FESCo ticket policy and the Changes policy for more information.

I think we can live with ambiguity for licenses like MIT during the transition. At some point in the future we'll be able to say that we have only SPDX licenses, and the ambiguity will go away.
