#2776 provenpackager for tpopela

With Kalev going on longer leave (won't return before July) we lost the main person behind keeping Fedora Flatpaks up to date. As Flatpaks are a vital thing for Silverblue I've decided to step in and at least for the time of his absence take over the responsibility of keeping them up to date (with some help from @otaylor) and also improve them (creating the F36 runtime and move applications to them). This usually doesn't need any work on the "rpms" namespace, but needs commits in "modules" and "flatpaks" namespaces (usually the empty commits just to start a new module or container/flatpak build). As I suspect that it's not possible to only grant the provenpackager rights on these two I have to ask for the full provenpackager rights.

@tpopela Your activity at https://src.fedoraproject.org/user/tpopela seems a little sparse. While not always practical, we require provenpackagers to be "skilled package maintainers who are experienced in a wide variety of package types and who are familiar with the packaging guidelines and package maintainer policies, as well as acutely aware of release schedule and freeze policies". I know you and trust you but others might not be familiar with your prior work. Do you have some references that would demonstrate your skills and familiarity?

You're right Miro that in the last year or two I'm not that active in Fedora packaging as I've moved to the Product Owner role inside the Desktop team at Red Hat (and if I touch packages then these are internal ones). When I was still active as a Fedora packager I maintained WebKitGTK packages (in Fedora and in RHEL), helped with gnome-sig ones and also helped @spot to co-maintain the Chromium package (and maintained the internal RHEL 6 build of it). I think that Tom and @catanzaro can testify my skills.
