#2705 F36 Change: Plocate as the default locate implementation

The venerable mlocate program is replaced by plocate — a compatible reimplementation that is faster and uses less disk space.

I'm surprised how much response this proposal has garnered. People found various shortcomings in packaging, which have mostly been fixed now, and the general sentiment was good.
