Split the tzdata package into two parts - tzdata and tzdata-minimal. tzdata will require tzdata-minimal. tzdata-minimal provides the minimal files needed to support UTC on containers.
Temporary -1 until the concerns that @pviktori raised on the devel list are somehow resolved.
Also note that as long as python3-libs Requires tzdata, this split won't offer much for containers with dnf.
Looks like this is still being discussed with tzdata upstream, so there's probably no point in discussing this at tomorrow's meeting.

@codonell have you discussed this change with upstream yet? What were the results?
If there's no new information, I think it's still too early to vote, but I am happy to be overridden by others here.
@decathorpe We have raised it upstream with Paul Eggert (tzdata maintainer) and the consensus was that tzdata would document that it is allowed for a system to remove all of tzdata. Supporting a partial install will take more discussion, so for now I think Patsy (tzdata maintainer) and I are not going to split tzdata but instead for F36 make it possible to uninstall all of tzdata.

@codonell Do I understand correctly that this means you're withdrawing this Change proposal for F35?
Yes. At this point given the Fedora Devel feedback and upstream feedback I'm going to follow up with Patsy and withdraw the proposal. We will pursue getting upstream to document that having "no tzdata" installed is allowed, that sets the expectation for downstream consumers, and then we'll work to make it possible to do this in F36. Patsy owns tzdata in Fedora so she has to agree to the final plan.
What do we need to do to withdraw the proposal? (other than revert the tzdata-minimal package change)
