#2632 F35 Change: Golang 1.17

Rebase of Golang package to upcoming version 1.17 in Fedora 35, including the rebuild of all dependent packages(the pre-release version of Go will be used for the rebuild if released version will not be available at the time of the mass rebuild).

+1 (assuming GOPATH really is not being removed with this version, as was claimed on the mailing list).

@alexsaezm @jcajka What's the state of this change? There's no builds of golang 1.17.0 in koji, the mass rebuild is already done. Does this mean go 1.17 will be postponed to Fedora 36?
