Allow to switch SSSD’s fast cache for local users on and off at runtime.

+1 as long as we make sure Enterprise Login cases work in both blocking desktops (GNOME and KDE Plasma)

We do this via realmd and it's part of the blocking criteria for Fedora Server, so I think we've got that covered.
