The sponsorship / ownership / package review situation around the "rmd" package is also highly irregular.
This is a ticket for the Fedora's Policy for nonresponsive package maintainers.
I see that due to bugzilla override, the nonresponsive maintainr bug was assigned to a wrong person. However, bugzilla says: The account nhorman@redhat.com is disabled. Please select another user to assign this bug to.

Forgot to add: I verified internally that "Neil Horman" is indeed not present in the internal employee directory. And the @redhat.com email is still assigned in FAS.
