#2557 F34 Change: PostgreSQL 13

Update of PostgreSQL (postgresql and libpq components) in Fedora from version 12 to version 13 in the non-modular (main) builds.

Also, there will be a design change in postgresql modular packaging regarding the external libpq library ensuring future build time compatibility. More information in the Detailed Description section.

This is a bit optimistic, but otherwise +1.

However, to solve the potential issues with the postgresql builds, we will bundle libpq with a downstream changed SONAME within each postgresql release. The postgresql will be built against this libpq.

Hard contingency plan deadline: Before Branch Fedora 34 from Rawhide (scheduled on Tue 2021-02-09)

Even this one will be hard to meet. If we take a few days to process this ticket, only a very short time will be left to do the builds and possibly enact the contingency plan.

+1, but yeah, the deadlines likely need adjustment.

After a week, I count the vote as (+7,1,-0). Processing the change as approved.

Hmm, I voted -0. I assumed that this is enough to prevent automatic approval. I now checked our bylaws, and it says "any negative votes", which might or might not include -0. Anyway, I'm changing my vote to -1 and setting the meeting tag.

(I still haven't received an answer to my query in fedora-devel.)
