Rebase of Golang package to upcoming version 1.16 in Fedora 34, including the rebuild of all dependent packages(the pre-release version of Go will be used for the rebuild if released version will not be available at the time of the mass rebuild).

That is what I plan, as always, and hoping it will never happen. So far we have been lucky to not hit anything serious(in this release or any past ones) or Go slipping(this shouldn't happen as rc1 should be around hopefully soon).
After 7 days, I count the vote as (+6,0,-0). Processing the change as accepted.
