Currently the apt package in Fedora actually installs apt-rpm, starting with Fedora 32 it will provide the regular apt software backed by DPKG.

I hesitated at first, but as long as it doesn't ship any repo configuration pointing at non-Fedora sources, I'm fine with it.

The intent is to not ship apt as a working system package manager. No configuration for apt to be functional out of the box to do such things will be included.
