Remove nullok parameter from pam_unix module in default PAM configuration in order to disallow authentication with empty password.
I'm not sure why people let the a change which receives copious negative feedback on fedora-devel proceed to fesco voting. I'd withdraw such a change before that happens.

We should probably amend the policy to allow us to use a fast-track decision as well. (e.g. -7 == instant rejection)
