Switch the mingw32 toolchain to dwarf-2 exceptions, instead of SJLJ.

We use DWARF for "native" packages (is it version 5 nowadays?), I would probably say that we should drop mingw32 and keep only mingw64 but I don't know full picture behind mingw stuff.
I would delegate this to the @smani since he is owning this stack so he should know better than me.
