#2173 F31 System-Wide Change: Boost 1.70 upgrade

This change brings Boost 1.70 to Fedora. This will mean Fedora ships with a recent upstream Boost release.

Also note that @jwakely was always very helpful to provide pointers, fixes and workarounds when my packages fail to build with a new boost release, so I'm confident this will go smoothly as usual.

Boost hates my way of life and I'm cancelling the change for F31. I'll try again with a newer Boost for F32.
