As part of the https://fedoraproject.org/wiki/Changes/Adopt_new_Go_Packaging_Guidelines I would like to request ProvenPackager permissions.

The Go-SIG has commit rights on the majority of Golang libraries (720), however there are still 120 Go packages which are unaccounted for. I have contacted all Go maintainers back in September 2018 to join the SIG, and I have re-contacted the remaining ones today to assign us their packages.

It's likely that some of them will be AWOL, many of said packages are left untouched since creation, and many maintainers saw no Go related activity in a while.

As such, I would like to use the ProvenPackager permissions to update said remaining packages in case of no response, before our mass rebuild event.
