Package maintainer Michael Rice (errr) is non-responsive. He has only one package, python-pyvmomi, which he hasn't committed to since the initial packaging.
Raphael Groner (raphgro) has expressed a willingness to co-maintain the package.

Have you filed a bug assigned to the maintainer that explicitly asks them to respond, as described in step 2 of the non-responsive maintainer policy?
The maintainer is asked to respond to https://bugzilla.redhat.com/show_bug.cgi?id=1493946. Is a bug with no other purpose than to ask for a response required?
@mavit I've interpreted the policy that way, and that is typically what people do. However, I guess I could see an alternate interpretation when I read it again closely, and it does seem that the maintainer is out of contact.
