FreeIPA 4.8 will require Python 3.6+ and therefore no longer provide Python 2 packages on Fedora 30.

Also, the FreeIPA upstream indicated to me recently that they're waiting on our response to this Change in order to do the 4.8 release upstream, so it would be best for them if we could get the +7 quickly. (In the off-chance that FESCo refused this Change, that would affect their upstream plans).
