Note: I'll vote against the Guidelines portion of this feature as written. There's certainly value in convincing maintainers to make noarch subpackages for the first hundred or so entries but for the vast majority of packages this should be maintainers choice.

For the Guidelines to be effective in that capacity, they are probably going to need to be the unwritten best practices item, not like the current two optional review items. Best practices need to tell when to make noarch subpackages, how to make them, and also when not make noarch subpackages.

I don't see how this is a Fedora 12 feature. This is available already now and has been before F11 got released, and some packages in F10 updates and F11 are already noarch subpackages.

This is rejected as a feature - the technical bits have been available for a long time, and the guidelines bit are more of an FPC proposal, not a feature
