#1944 F29 System Wide Change: ZRAM support for ARM images

Enable ZRAM for swap on ARMv7 and aarch64 pre generated images to improve performance and reliability on ARM Single Board Computers such a the Raspberry Pi.

I don't even understand why this needs to be a Change. Seems like something that could have just been done.

@jwboyer don't necessarily disagree, but then people do Changes for minor package upgrades these days. Ultimately people want me to do changes so it can be used for marketing purposes and other things (I generally just try and get on with stuff) so ¯_(ツ)_/¯

@pbrobinson I appreciate you willingness to follow process even when it doesn't make sense. I've personally long given up the fight that Changes shouldn't be used for Marketing purposes. We renamed the whole damned process from Features to Changes to avoid that very thing, but here we are still.

I guess neither you or I are willing to die on this hill, so yay for unnecessary bureaucracy!

Eh, in this case, I think a change is actually useful, since this is a fairly noticeable change to system configuration. The fact that it's appealing in the marketing sense is just an added bonus.
