Make BootLoaderSpec-style configuration files the default

This change enables the use of per-boot-entry configuration files, similar to those described in Boot Loader Specification (BLS), to populate the bootloader's menu entries.


There's a huge thread which is basically Chris Murphy and Lennart arguing with each other about this. What isn't clear at all is if any of their argumentation has lead to changes in the Change itself. I don't think it has, but I honestly can't tell.

@pjones and/or @javierm is there anything materially worth reviewing in the mailing list thread that would alter the way the Change is implemented?

I'm not going to put this on this week's FESCo agenda because the conversation is still ongoing and FESCo has requested clarification.

@pjones, @javierm , @lennart Please provide a summary of the current proposal (ideally updating the Change Proposal page) and let us know precisely what we will be voting on.

@sgallagh @jwboyer we have updated the Change Proposal page to reflect what was discussed in the mailing list. We also clarified the differences with the BootLoaderSpec.

The summary section in the Change page says:

This change enables the use of per-boot-entry configuration files, similar to those described in Boot Loader Specification (BLS), to populate the bootloader's menu entries.

The only change from the original Change implementation is that the BLS fragments will not be in the EFI System Partition on EFI but instead will be in /boot, to have consistency between EFI and non-EFI systems and also to better align with Fedora CoreOS BootLoaderSpec implementation.

I'm adding the meeting keyword to this ticket, as I think the change is sufficiently controversial that we ought to have a live discussion on it. This will be discussed at the meeting on July 2nd at 15:00 UTC in #fedora-meeting-1 on Freenode.
