For the next FESCo meeting to review: Hide the grub menu
On systems with only a single OS installed, the grub menu does not offer any useful functionality, so we should hide it by default.

So this has been discussed in length on the devel@ list. As a result of this I've adjusted the plans for this quite a bit. I've just updated: https://fedoraproject.org/wiki/Changes/HiddenGrubMenu to reflect the latest state.
The new plan is to:
1) Limit this change to Fedora Workstation installs, other products will still always show the grub menu (spins can opt-in if they want to)
2) Only hide the menu if the previous boot was successful. Note that it is up to the boot to assert succesfull boot and a clean shutdown by setting flags for this in the grubenv. If the boot gets stuck, the user is unable to login or one of a million other things goes wrong the boot_success flag won't get set and the next boot the menu will be there and the user can use it to try and resolve the issue in the same way the user could use the menu before this change
3) Make it easier to get to the menu when it is hidden. Many people have requested to be able to do this by holding down SHIFT during boot. On EFI systems it is not directly possible to detect modifier keys but I've come up with a workaround for that, so it will be possible to unhide the menu by simply holding down SHIFT during boot.

The agenda for Friday's meeting was sent out yesterday, before this change ticket was filed, so it is not on this week's agenda. Since this one had such extensive conversation it might be ideal to wait for the next FESCo meeting (next week) so people have more than 24 hours notice that it is on an agenda. However, I can add it to the end of tomorrow's meeting if you really want to discuss it this week.
Next week Friday is fine, I've put the meeting in my calendar and I will be there.
