I would like to bump major version of rpkg utility, which is a command-line tool similar to fedpkg, centpkg, etc.

It is rather a new tool and still in wild development (the most of which should be finished after this next update).

Basically the update changes the way configuration files are looked up and also where built rpm items and downloaded sources are put by default (before cwd, now /tmp/rpkg).

It also adds some new functionality that we strive for in COPR. The package is needed on builders and the builders run currently on f27.

It is quite a big change but nobody except copr-rpmbuild and copr-builder packages requires the rpkg package according to repoquery checks.

It is basically a leaf node (except for the above mentioned packages where the compatibility with the previous version will be kept). That's why I am asking for the exception to be allowed to do this update at least in Fedora releases (stable + f28). I would also like to make an update for epel7 (only copr-builder-0:0-13.el7.noarch requires rpkg there but it bundles its own version of it).
