Note that there are many cmake maintainers... @rdieter is one of them and he gave his opinion. Do you consider as an action closing PR instead of leaving it for further discussion?

I don't think that adding maintainer as CC helps him to see issue (due to filters in mailbox or such), have you tried to write him a direct email?

@kloczek As Igor pointed it, It seems that you have gotten in contact with the cmake maintainers. I think we can close this ticket as a result.

None of the secondary maintainers replied on the opened ticket or made any action.
Q: Why?
Do you want to say that create bugzilla ticket or PR it does not generate email notifications to all maintainers?
At least this needs to be explained so I'm reopening this ticket.

From the PR:

I can re-iterate that pull requests should generally include primarily bug fixes, and possibly previously-agreed-upon style changes. Style changes, as in whitespace, are generally unwelcome.

Each change listed in %changelog is in the separated patch and can be applied by git cherry picking.
Stil none of the action has been taken by the maintainer or the secondary maintainers.
IMO it looks like people are waiting for something.
Fact is that none of the tries to contacts with package maintainer succeeded and lack of people able to make responsible decisions is causing
I really don't care who will be packages like cmake maintainer as long as necessary actions will be taken possibly ASAP.
In other words, the only reason why I'm trying to take over maintenance of the cmake is that cmake have no active main maintainer.

Closing this ticket as I've reached with @rdieter point in which will be possible to make some progress.
