#1710 F26 Changes not in ON_QA status (<100% completed)

This is a dynamic ​query to Bugzilla showing all tracking bugs for Changes not at least in ON_QA state expressing the 100% completeness.

I will try to contact all the Change owners on the list till the FESCo meeting on 2017-May-19 to make sure the status is up-to-date. I am going to provide a static query to Bugzilla with all the Changes not 100% implemented just before the FESCo meeting.

If this comes up for a vote in today's FESCo meeting and I'm unable to make the meeting (which seems likely at this point), please consider me +1 for dropping all of these changes, except for the "Docker Overlay 2" change (only because it already seems to have the work finished).

I switched the Ruby tracking bug to ON_QA right now, since I was on PTO last week. Would be nice to query the status more in advance. I don't think 2 days are enough.

It was requested on May 9th (two weeks ago), to update the status: devel@lists.fedoraproject.org.

I probably saw that email, but it did not come to my mind that I should check status of my ticket. I change the status of the ticket just because there is some policy, not because there is any meaning in it.

Changed the status on QA for Python 3 C.UTF8 locale. The tracker bug was assigned to the other owner of the change so I was not notified about it, however since my name comes first at the change page and I am the main contact point of the component as well, why the tracker bug was not assigned to me?
