#1699 meeting: xml-security-c new maintainer request

Two months ago on fedora-devel was posted call looking for new maintainer of xml-security-c.
As I have packager permission I've requested admin access to this package.
Within two months there is no any reply from maintainer.

This was deferred. With services down, we could not really make a full determination of the status. It was noted in the meeting (and in the thread on March 30) that proper non-responsive maintainer policy should be followed:

so mantainer is not responding n any form of communication (if it is not already obvious).

non-responsive package maintainers policy was not followed but it appears the package in question's administrative contacts have been updated anyways.

I'm not a layer and producing that way like above is not solving unmaintained package issue at all. Simple it is more like bouncing back such issue without proper explanation.
I'm engineering and to be honest I'm a bit confused about what is wrong with this request.

Just checked trying to open other ticket an I do't see how it is possible to add tagging.
Only fields available are: Title, Private and Description. I don't see anything like Tagging.
