This change updates the default C/C++ compilation flags, as determined by the redhat-rpm-config package.

I'm +1 for this, but I have a feeling that -Werror=implicit-function-definition is going to introduce far more FTBFS situations than we may expect. The mass-rebuild with this Change is going to be very interesting.
